Dear Members of the Board:

The Nuclear Regulatory Commission Staff has recently become aware of a document which contains information potentially relevant to the issue of sabotage of spent nuclear fuel. The document is classified as national security information and is in draft form.

It is uncertain that a final version will ever be published. The sabotage issue was the subject of an earlier letter dated January 15, 1979 to this Board which transmitted certain Commission reports and a copy of SAND 77-1927 entitled " Transport of Radionuclides in Urban Environs: Working Draft Assessment."

A copy of the transmittai memorandum, 1 unclassified, is attached for the information of the Board and the parties.

A Staff assessment of the significance of this information is being conducted and will be forwarded to the Board and the parties as soon as it becomes available.
