Inspection 50-333/78-17

This refers to your letter dated November 20, 1978, in response to our

letter dated October 30, 1978.

Based on the information you provided in your letter and in a telephone

conversation with Mr. J. P. Stohr and Dr. ii. Shanbaky of this office on

December 11, 1978, items A and E will be considered licensee identified

items.

Our records will be modified to reflect this change.

In addition,

however, it is our understanding that all the environmental water samples

,

will be analyzed at your contractor's laboratory until your proposed

environmental laboratory is completed, so as to ensure an acceptable

level of analytical sensitivity.

With regard to item C, based on the above conversation, it is our

understanding that the Operating procedure (0P-7) will also be modified

to ensure that the proper alarm set points will be maintained during

discharge.

With regard to item F, as explained in the above conversation, it is our

stated policy to cite, as items of noncompliance, instances of actual

releases which exceed a limit, regardless of whether they were reported.

In this case, since corrective action is in progress, no further response

on your part is necessary.

Thank you for informing us of the corrective and preventive actions

documented in your letter and discussed in the aforementioned telephone

conversation. These actions will be examined during a subsequent in-

spection of your licensed program.
