October 31, 1978 Pursuant to the Chairman's request, Hr. Lindblad reported on the status of the licensing proceedings as follows: The Chairman of the Trojan ASLB announced. that the board would not be available after Friday for a period of five weeks so that the earliest the hearings could be reconvened would be December 11, 1978.

The ASL3 Chairman agreed that the remainder of the case would be tried on stipulation or deposition if all the parties agreed. PGE would attempt to seek agreement on such a method of resolution.

Mr. Lindblad reported that with the exception of the hiatus for the convenience of the board, the Trojan Control Room proceedings were going well. He noted that the Company's panels of experts had acquitted themselves well in testimony.

-_ essaouse December 6, 1972 Mr. Warren then called upon Mr. Bredemeier for a report on current power operations.

Mr. Bredemeier reported that with the anti-cipated start-up of the Troj an Nuclear Plant, the timing of its refueling was being carefully studied. He further noted that October load was up 5.4 percent and November lead was up 12 percent over the corresponding periods last year. Ncvember's increase was due to cold weather and re-sulted in a new Company peak load of 2597 MW.

The load which Trojan would have supplied was carried by contract purchases of energy from the Idaho Power Emery coal

  • ired plant in Utah, power secured under exenange agreements with Sonnev111e Power Administration and the Southern California Edison Ccmpany, the taking back frem California of energy previously sold on a provisional basis and operation of the Beaver combined-cycle plant. He noted that the Beaver Plant consumed about 45,000 barrels of oil at a cost of some S680,000 when it was so operated.

Mr. Bredemeier went on to indicate that the Company now owed some 616 MN months to other utilities on account of the Company's inability to operate the Trojan Nuclear Plant. The excess power costs attributable to the Trojan outage was 39 million through October, about $13 milien through November and is estimated to be between $25 and $26 million by the end of this year.

Decerber 6, 1978 Mr. Williams inquired how the Company was booking the excess power costs associated with energy borrowed as a result of the Trojan outage.

Mr. Bredemeier responded indicating the power acquired by the Company was estimated to average 12 mills in cost por kwh at the ti.Te it must be repayed and it was being booked currently. There followed a general discussion of costing practices.

Following such discussion, Mr. Warren asked Mr. Lindblad to discuss the current licensing status of the Trojan Nuclear Plant and other projects the Company is interested in.

Mr. Lindblad reported the Nuclear Regulatory Commission's hearings on the Trojan Control Building walls would reconvene on Dece-Wer 11, 1978 and would proceed at such time to conclusion. He advised that the Atomic Safety and Licensing Board assigned to the proceedi,ng had indicated that it would issue its decision between December 20, 1973 and December 22, 1978, and he expected to have a license amendment in hand by Christmas allowing start-up.

Mr. Lindblad further reported that the Ccmpany pro-posed to add additional pipe support assemblies and proposed to do this work at the same time the plant was undergoing start-up procedures.

Mr. Lindblad then discussed the work to be undertaken to bring the Trojan Plant into compliance with directives of the Nuclear Regulatory Commission and indicated that discussions wculd be held between the Company, the Bechtel Corporation, and the Nuclear Regula-tory Commission on thi. sub4ect within the next two weeks. This prompted a discussion of the need for additional hearings joined in by Mr. Braley, Mr. Love, and Mr. Thompson.
