The meeting was opened by Don Broehl. lie sunnarized that since the meeting on June 15, 1978 with NRC staff concerning the proposed codifi-cations, the STARDY::E program had been used extensively to evaluate several versions of external and internal strengthening schemes. Whereas in May and June, the preferred modification was a structural extension to the north of the Control Building (Structural Support Sys tem or "SSS").

Engineering development has indicated that en internal (Sttergthening Existing Structure or "SES") scheme to be not cnly adequate but a si=p -

and more straightforward cethod to substant- 'ly restore the intended margins to the structure. In addition, recent tests of composite wall specimens provide an excellent indication of an appropriate streagch criteria.

Fred Meyer provided graphic pre entations of Iesults from the ongoing test program (copies of slidec attached).. Since most of the specicens exhibited flexural or sliding codes of failure not considered possible for major shear walls in the actual building, the results to date are considered to be " lower bound" capacities for representative walls. They plan to conduct three confirsatory tests beyond those originally planned in order to approximate walls with encased steel columns.

Fred next presented graphic representations of shear forces in major walls along with ulti= ate shear capacities based on the " basic criteria" (or Modified Schneider) and also capacities indicated by the testing 7 9 0 2 2 2 0 /t/7

From this comparison it was shown that the "N" and "R" (east and west Control Building) walls require strengthening to regain accr.ptable cargin.

With this background, Fred described the internal "SES" todification now being proposed. Brief techni al discussion ensued; topics touched on include:

1.

Effect of thicker concrete cores (which has yet to be tested).

2.

Effect of the codification on systems outside the control-Auxiliary-Fuel Building complex (e.g., diesel generator air intakes).

3.

What percentage of building dead load can be mobilized and factored into the strengthen criteria.

Bob Clark of NRC staff was present for a short time during which it was indicated by PCE that the reaction to the stafi's May 26 Order (though it is not ef fective) had resulted in approx 1:ately 6 conths delay in napletion of some security and fire protecticn codifications within the complex and that PCE should be in a position to discuss two subjects when he visits the Trojan site on January 4, 1979:

1.

Status of committed security codifications due for cll plants prior to the end of February 1979.

2.

Expected canner in which Control Building codification construction would be handled from a security standpoint.

He advised that any temporary security arrangements should be within the existing security plan rather than handled as amend =ents to the existing security plan.

Charlie Tra== ell and Joe Cray advised that if any security codifications cannot be co=pleted on schedule due to the Board's order, that we may be able to ask for a partial waiver of the requirements to be completed in February 1979. However, compensatory security ceasures for work not completed would likely be required.

The outline of the topical report was discussed briefly (see attached outline).

It was indicated that we intend to submit a substantially complete report on about January 15, 1979 with supple = ental information on additional confirmatory testing (Appendix A) and possibly additional respcnse spectra informa~ 1on (Appendix B) on about February 15, 1979.

Charlie Tram =cil suggested that the section on Construction Schedule indicate what we consider realistic and appropriate with respect to a hearing schedule including 60 days for NRC staff review of the topical report.
