Dear Mr. Counsil:
The Commission has issued the enclosed Amendment No. 58 to Provisional Operating License No. OPR-21 for the Millstone Nuclear Power Station Unit No. 1.
The amendment consists of a change to the Technical Speci-fications in response to your application dated March 15, 1978.
The amendment changes the Appendix A Technical Specifications to authorize a revised setpoint for the suppression chamber to reactor building vacuum breakers.
Copies of our related Safety Evaluation and the Notice of Issuance are also enclosed.
