Dear Mr. Reid:
In our letters of January 9, March 3 and 22, 1978, we indicated our intent to expand the spent fuel storage facilities at Crystal River Unit #3 prior to the first refueling outage at CR#3. However, due to generic licensing problems regarding the use of a poison material manufactured by Carborunuum Company, Florida Power Corporation has decided to delay the installation of high density racks at CR#3 until after the first refueling outage which is currently scheduled for April 23, 1979. Our decision to delay this project has been verbally conveyed to Mr. Chris Nelson of your staff.
Florida Power Corporation still wishes to pursue resol"rien of all NRC con-cerns not related to the poison material while that generic issue is being resolved. In this regard, we hereby submit for your staff's review three (3) originals and forty (40) copies of our revised seismic analysis pre-pared by Nuclear Ene rgy Services, Inc. entitled Non-Linear Time History Seismic Analysis for the Crystal River Unit 3 High Density Spent Fuel Storage Racks.
We are also revising Gur response to your request of August 1, 1978, to re-flect the fact that s pent fuel will be stored in Pool B adjacent to the pool in which the high density racks are to be installed. This information will be submitted on or before February 1, 1979.
