APPLICATION FOR AME'IDMENT OF OPERATI'IG LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission ("the Commission"), Omaha Public Power District, holder of Facility Operating License No. DPR 40, herewith requests that Section 5.0 of the Technical Specifications set forth in Appendix A to that License be amended to specify a fire brigade size of five members.

The proposed changes in Technical Specifications are set forth in Attuchment A to this Application. A discussion, which demonstrates that the proposed changes do not involve significant hazards considerations, is appended in Attachment B. The District has been informed by the Com-mission's Staff that the proposed amendment does not require a fee, with-in the meaning of Section 170.22 of the regulations of the Nuclear Regu-latory Comnission. The proposed changes in specifications would not authorize any change in the types or any increase in the amounts of ef-fluents or any change in the authorized power level of the facility, q901230S O

50 ADMINISTRATIVE CONTROLS 51 Responsibility 51.1 The Manager - Fort Calhoun Station shall be responsible for overall facility operation and shall delegate in writing the succession to this responsibility during his absence.

52 Organization Offsite 5 2.1 The offsite organization for facility management and technical support shall be as shown on Figure 5.1 and 5.la.

5 2.2 Plant Staff The plant staff organization shall be as shown in Figure 5.2 and function as follows:

a. The sinimum humber and type of licensed and unlicensed operat-ing personnel required on site for each shift shall be as showri in Table 5 2-1.
b. At least one licensed Operator shall be in the control room when fuel is in the reactor,
c. At least two licensed Operators shall be present in the con-trol room during reactor startup, scheduled reactor shutdown and during recovery from reactor trips.
d. An Operator or Technician qualified in Radiation Protection Procedures shall be on site when fuel is in the reactor,
e. All core alterations shall be directly supervised by either a licensed Senior Reactor Operator or Senior Reactor Operator limited to fuel handling who has no other concurrent responsi-bilities during the operation.
f. Fire protection program responsibilities are assigned to those positions and/or groups designated by asterisks in Figures 5-1, 5-1A, and 5-2 according to the procedures specified in Section 5.8 of the Technical Specifications.
g. A fire brigade consisting of 5 members shall be maintained onsite at all times. The fire brigade shall not include the minimum shift crew r.ecessary for safe shutdown of the unit (2 membebs).

DISCUSSION In accordance with Section 3.1.30 of the Commission's Safety Evalu-ation Report (SER) for the Fort Calhoun Station fire protection program, the Omaha Public Power District will have a five man fire brigade es-tablished at the station by March, 1979. The fire brigade vill not in-clude the minimum shift crew necessary to perform safe shutdown opera-tion or any personnel required for other essential functions, other than fire fighting activities, during a fire emergency. The fire brigade vill receive training as described in Section 6.2 of the SER and as clarified for the additional two (2) members of the fire brigade (the two required to bring the fire brigade to five members) in the August 1,1978, letter from OPPD to USHRC, Attn. Mr. Robert W. Reid.
