Containment Purging During Normal Plant Operation Pursuant to the requirements of your letter, Reference (b), Vermont Yankee Nuclear Power Corporation hereby proposes the following modification to Appendix A of the Operating License.

PROPOSED CHANCE:

It is proposed that Table 4.7.2.a of Appendix A Technical Specifications be modifiad to reflect the incorporation of the necessary requirements to limit use of selected containment vent and purge valves during power operation to 90 hours0.00104 days <br />0.025 hours <br />1.488095e-4 weeks <br />3.4245e-5 months <br /> per year.

REASON FOR CHANCE:

This change is prompted by Commission concerns documented in Reference (b). To satisfy these concerns, Vermont Yankee was requested to provide either a proposed Technical Specification amendment which would limit purging during power operation, or a schedule for completion of an evalration justifying continuation of unlimited purging. Rather than justify unlimited purging for all purge and vent valves, Vermont Yankee will justify, via Reference (c), unlimited use only for those valves / systems involved in the containment differential pressure operation. This proposed modification will address the valves that are used exclusively for containment purging. Additional information relative to these valves is also provided in Reference (c).

SAFETY CONSIDERATIONS:

The justification of the ability of the subject isolation valves to close as required by Reference (b) is discussed in Reference (c). This change has been reviewed by the Vermont Yankee Nuclear 7901160'3Og
