Dear Mr. O'Reilly:

We have reviewed your letter of November 27, 1978 in reference to the inspection conducted at North Anna Power Station on October 30 - November 3, 1978 and reported in IE Inspection Report No. 50-338/78-34. Our response to the specific deviation is attached.

We have determined that no proprietary information is contained in the report. Accordingly, the Virginia Electric and Powe.r Company interposes no objection to the inspection report being made a matter of public disclosure.

RESPONSE TO NOTICE OF DEVIATION LISTED IN INSPECTION REPORT NO.

50-338/78-34 NRC COMMENT Based on the results of the NRC inspection conducted on October 30 -

November 3, 1978, certain of your. activities appear to deviate from your commitments to the Commission as indicated below.

Licensee Event Report No. LER 78-063/03L-0, dated August 21, 1978',

states that the particulate filter for RM-RMS-159 will be checked periodically to verify that it is operating properly, and that the charcoal filter will be changed periodically.

Contrary to the above, no periodic checks of the particulate filter or changes of the charcoal filter had been instituted as of November 2, 1978.

RESPONSE

On December 4, 1978 an update to LER 78-063 was submitted which stated that RM-RMS-159 would be checked for alarms as per periodic test 1-PT-37.

This was done after an engineering evaluation of RM-RMS-159 indicated a visusi inspection of the filter would not be feasible.

It was also found that failure of the filter or paper drive system would appear as alarms on the monitor which would notify the operators to investigate and correct any problems.

1-PT-37 was revised to reflect this on November 27, 1978 and full compliance was achieved at that time.

No further corrective action is required.
