Response to Inspection No. 50-309/78-13 In reply to reference (b), the Maine Yankee Atomic Power Company hereby submits the following information:
Apparent Item of Non-Compliance:
Technical Specification 5.8.1 states in part:
" Written proce-dures shall be established, implemented, and maintained covering
... the applicable procedures recommended in Appendix A of Regu-latory Guide 1.33, November 1972." Regulatory Guide 1.33 lists, in part, under Appendix A, Section 1, " General Plant Operating Procedures"...
"f. Changing Load and Load Follow."
Contrary to the above, during a major power reduction on October 17, 1978, the Control Rocm operators were following the CEA Power Dependent Insertion Limits (PDIL) Curve for Core III.
The plant has been operating on Core IV since completion of the last refueling outage in August 1978. The PDIL curve in the Control Room Technical Data Book was neither part of an approved procedure ner maintained current for plant conditions.

The Control Room Technical Data Book (TDB) is a document which is maintained under the plant's Controlled Distribution system.

United States Nuclear Regulatory Commission November 27, 1978 Office of Inspection and Enforce =ent Page 2 contains curves, charts, an' references for the use of the operators during normal plant operations. Following a refueling outage, many of the curves have to be updated to reflect the new core's physics parameters and any new operating restrictions.
Data from the Low Power and Power Escalation Physics Testing programs has to be reduced and transformed into the new curves.
At the time of the inspector's visit, these curves were in the final stage of being produced. It was intended to update the TDB all at once to avoid any confusion as to which curves had been updated and which had not.
The Power Dependent Insertion Limit (PDIL) curve as it appears in the Technical Specifications is not displayed in a manner that is easily correlated to existing CEA position indication (i.e. the Technical Specification curve indicates " percent inserted" whereas actual CEA indication is displayed in " steps withdrawn"). To provide a more readily useable form, the curve is transposed to represent the indicated parameter. With the licensing of Core 4, the PDIL curve changed to reflect the new operating restrictions associated with this fuel cycle.
For this reason a new TDB PDIL curve had to be generated. This curve was one of the new curves that had been generated and was to be issued as a " package change" to the TDB. All the curves which were required to be changed have since been issued, including the PDIL curve, and have been inserted in the Control Room Copy of the Technical Data Book.
To prevent a reoccurrence of this type incident, a new method of identifying changes to the Technical Specifications and assuring their timely implementation into cl1 procedures, documents, and reference material has been established.
This system is now in effect and will apply to all future changes to the Technical Speci-fications.
