This refers to the inspection conducted by Mr. L. A. Reyes of

this office on October 27-30 and November 3-5, 1978, cf activities

at LACBWR Nuclear Generating Plant authorized by NRC Operating

License No. DPR-45 and to the discussion of cur findings with

Mr. R. Shimshak at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas

exanined during the inspection. Within these areas, the

inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with

-

personnel.

No items of noncompliance with NRC requirements were identified

during the course of this inspection.

Your initial attempts at demonstrating that the containment leak rate

,

at LACBWR was within allowable Technical Specification limits f ailed

on two consecutive occasions in 1975 and 1978.

Consequently, accord-

ing to 10 CFR 50 Appendix J, Section III A.6.b, a Type A test is

required to be performed at each plant shutdown for refueling or

,

approximately every 18 months, whichever occurs first, until two

consecutive Type A tests meet acceptance criteria. The increased

surveillance frequency is required to commence during your next

refueling shutdown.
