Dear Mr. Denton:

In your letter of October 6,1978 you outlined requirements for development of a settlement monitoring program 'o be conducted during the construction phase for all seismic Category I structu', s for North Anna Units 3 and 4. Our present criteria is that all seismic Category I structures, with the exception of the Units 3 and 4 Service Water Pump House, be founded on rock to minimize settlement and its effects.

A report entitled " REPORT ON THE CONSTRUCTION SETTLEMENT MONITORING PRO-GRAM FOR NORTH ANNA NUCLEAR POWER STATION-UNITS 3 AND 4, VIRGINIA ELECTRIC AND POWER COMPANY" has been prepared and we are forwarding 40 copies for your information. The report addresses each of your/ concerns relative to the develop-ment of a construction settlement mon' ring program.
