Dear Mr. Cavanaugh:
We have reviewed your letter dated February 9, 1979, in which you discussed your justifications for testing six particular containment isolation valves at reduced differential pressures than required by Appendix J to 10 CFR 50.
It appears that your proposed method of testing these valves would not be in compliance with Appendix J and, therefore, the proposed valve testing method would require an exemption to Appendix J.
(Paragraph 2(a) and 2(b) of Section III of Appendix J requires testing at pressures of Pa and 1.10 Pa respectively.)
If you plan to apply for an exemption to Appendix J for these valves, we would need the reason or basis for the impracticality of testing at the required pressures for each valve and the technical basis for accepting the testing at reduced pressures in order to support the granting of an exemption. Since these tests are scheduled to be performed during the forthcoming refueling outage we request your response as soon as possible to allow us sufficient time to complete any requested action.
