Dear Mr. Muller:

By letter of September 15, 1977, the Council request'ed that the Nuclear Regulatory Commission investigate the applicability of Section 106 of the National Historic Preservation Act (16 U.S.C. Sec. 470f, as amended, 90 Stat. 1320) and/or Executive Order 11593, " Protection and Enhancement of the Cultural Environment" to the River P>end Nuclear Power Station Units 1 and 2, West Feliciana Parish, Louisiana, an undertaking by I NRC that may have an effect upon cul tural resources that may l be eligible for inclusion in the National Register of Historic Places. A copy of that letter is enclosed.

Dear Mr. Reed:

The Division of Archaeology and llistoric Prescrvation has reviewed the above referenced survey report prepared by R. W. f;eu.aan of Louisiana Sta te University. I would like to submit the following comments and  !

recomnendations at this time: i (1-) The report should include a brief description of the l environmental setting including elevation, drainage, i major floral and faunal coanunities.

(2) Spot find fonns should be submitted for sites 1 and 2 with accompanying sketch map showing the locations of subsurface testing.

(3) Site fonas should be completed and submitted for sites 3-7 (Civil War breastworks). Separate fonas should be .

completed for sites 3 and 7. Sites 4-6 can be con- i, sidered one site due to their close proximity. i (4) A site fonn should be completed for site 8 (Riddle '

Family Cemetery). Site numbere and spot find numbers will be assigned by the Divi Wn when the forms are submitted to this office. The additional envircraiental -

data can be submitted as .n addendum to the report.

(5) Sites 1 and 2 do not appear to meet the criteria for state registry or flational Register consideration. fio further work is recommended at this time. If additional artifacts (pottery, arrowheads, other stone tools) are ,

(6) Every ef fort should be made to avoid any physical impact (terrain alteration) in the vicinities of sites 3-7. Access roads required for construction of the transmission lines should be routed well cuay from these features. Any sub-surface disturbance in close preximity to sites 3-7 (e.g.

core holes for placc.nent of transmission poles) should be monitored by a professional archaeologist. fio cores should be placed within 25 feet of any of the breastworks.

(7) Site 8 (Riddle Cemetery) should be avoided by all construc-tion activities.

t (8) Any subsurface terrain alteration occurring within the

' limits of the Port liudson Battlefield f!ational liistoric Landmark should be monitored by a professional archaeologist.

If these reco:anendations are followed, the adverse impacts on the Port

!!udson Battlefield and other cultural resources within the project area should be minimized. This letter can be considered as my final clearance of this project. If you have any questions, please do not hesitate to contact me.

! In order to meet the criteria set forth in the draf t " Standards for Cultural Resources Surveys" in the Antiquities Code of Louisiaia, l the following additional information should be included in the t

i report:

(1) Description of the environmental setting of the project area including elevations, landfonos, floral and faunal con:nuni ti es ;

(2) Discussion of the location and cultural associations of known historic and prehistoric sites closest to the project area; (3) Brief discussion of why no sites were located during the survey; (4) Two copies of each report should be submitted to this office.

I request that this additional infonnation be submitted as an addendum to the final report. -

Since no historic or prehistoric sites were located during the field survey, I hereby give my final clearance for this phase of transmission line con-struction.
