CITY CF EUGENE, CREGON PACIFIC POWER AND LIGHT C0f*PANY NOTICE OF ISSUANCE OF A"ENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 39 to Facility Operating License No. NPF-1 issued to Portland General Electric Company, the City of Eugene, Oregon, and Pacific Power and Light Company which revised Tecnnical Specifications for operation of the Trojan Nuclear Plant (the facility), located in Columbia County, Oregon. The amendment is ef fective as of its date of issuance.

The amendment modifies the required action to be taken wnile penetration fire barriers are non-functional, adopts diesel fuel sampling requirements for the diesel-generator day tanks, and revises the diesel fuel sampling requirements for the other diesel fuel tanks.

The application for the amendment complies with the standards and requirements of the Atomic Energy ACt of 1954, as amended (the Act), and the Commission's rules and regulations.

The Comnission has made appropriate findings as reouired by the Act and tne Commission's rules and regulations in 10 CFR Cnapter I, uich are set forth In the license amencment. Prior puolic notice of this amendment was not required since the amendment does not involve a significant nazards consideration.

7590-01 The Commission has determined that the issuance of this amendment will not result in any significant environnental impact and that pursuant to 10 CFR Soi.o(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amencment.
