Dear Mr. Berry:
The Office of Nuclear Reactor Regulation is in the process of completing guidance for implenentation of the Federal Regulation, 40 CFR Part 190, Environmental Radiation Protection Standards for Nuclear Power Operations.
This rule becomes effective December 1,1979 for licensed reactors.
This guidance on the method of implementation was anticipated on page 11 of NUREG-0133, Preparation of Radiological Effluent Technical Specifications for Nuclear Power Plants. The draft Radiological Effluent Technical Specifications for BWR's, NUREG-0473, require compliance with 40 CFR Part 190, as specified in Section 3.11.2.5, Radioactive Effluents, Dose, Limiting Conditions for Operation.
In order to most effectively finalize the guidance for use by nuclear plant operators in assessing the dose to the most affected individual for conpli-ance with Section 3.11.2.5 above, the NRC needs available information on the (direct, "skyshine", and plume) radiation that has been measured in the vicinity of the turbine building and the site boundary of BWR nuclear stations. We, therefore, request that you supply any available data from on-site survey instruments, area radiation monitoring instruments, and environmental radiation monitoring instruments that would indicate radiation levels attributable to plant operation (i.e., direct and "skyshine" radiation and radiation from the gaseous effluent plume).
Instrument readings taken

during full power operation are desired that would give an indication of the radiation dose rate reaching various points on the site boundary or in the plant vicinity where members of the public are actually expected to be located.
A description of the instruments used and their performance speci-fication should also be provided. This information is needed by April 20, 1979.
