7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NOS. 50-295 AND 50-304 C0f tMONWEALTh EDISON CONPANY NOTICE OF ISSUANCE OF AMEN 0MENTS TO FAC:L:TY OPERATING LICENSES AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Commission (the ^ommission) has issued Amendment Nos. 44 and 41 to Facility Operating License Nos. DPR-39 and DPR-48 issued to Commonwealth Edison Company (the licensee) which revise Technical Specifications for Zion Station, Unit Nos.1 and 2, located in Zion, Illinois.
The amendments are effective as of the date of issuance.
i These amendments extend the F H rod bow penalty curve and the EFPH clad collapse times to include higher region average fuel burnup for a maximum of four extended burtiJP assemblies for Zion Unit 2 for a maximum of two additional cycles.
The applications for these amencments comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),
and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Ccomission's r ules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

7590-01 The Ccamission has prepared an enviror. mental 9 pact appraisal for the license amendment and has concluded that an erwironmental impact statement for this particular action is not warran:ed because the action will not significantly affect the quality of the ha lan environment.
For further details see (1) the applications for amendnents dated October 27, 1978 as supplemented November 21, 1978 and February 13, 1979, (2) the above cited amendments and (3) the Cc: mission's related Safety Evaluation and Environmental Impact Appraisal.
