UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-272 PUBLIC SERVICE ELECTRIC AND GAS COMPANY PHILADELPHIA ELECTRIC COMPANY DELMARVA POWER AND LIGHT COMPANY ATLANTIC CITY ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No.15 to Facility Operating License No. DPR-70, issued to Public Service Electric and Gas Company, Philadelphia Electric Company, Delmarva Power and Light Company and Atlantic City Electric Company (the licensees), which revised the operating license for Salem Nuclear Generating Station, Unit No.1 (the facility) located in Salem County, New Jersey. The araendment was effective from 5:55 P.M. January 12, 1979 to 11:55 A.M. January 13, 1979.
The ameridment consisted of a temporary change to the Technical Specifications which revised the time limitation that the Boron Injection Tank (BIT) was permitted to be inoperable prior to placing the reactor in a HOT STANDBY condition with a SHUTDOWN MARGIN equivalent to 1% ak/k at 2000F.
The application for the amendment complied with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),
and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules 7 9 04 06001'f4
' and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment did not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment did not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
