BOARD NOTIFICATION 84-044 TRANSAMERICA DELAVAL, INC. (lDI) 10 CFR PART 21 REPORT ON TURB0 CHARGER THRUST BEARING LUBRICATION DEFICIENCY In accordance with the procedures for Board Notifications, the following information is being provided directly to the Ccmission. The appropriate boards and parties are being informed by a copy of this memorandum. This information is relevant to all facilities that have diesel generators manufactured by TDI, including Shoreham and Grand Gulf which are both currently before the Comission.

The 10 CFR Part 21 report attached as Enclosure 1 discusses a turbocharger thrust bearing lubrication defect that could result in engine non-availability. Turbocharger failures attributed to insufficient lubrication recently occurred at both Shoreham and Catawba.

TDI previously issued a 10 CFR Part 21 Report on this subject dated December 16, 1980. The recomendation following that Report has not solved the problem. TDI expects to propose a new recomendation by March 23, 1984 The staff will provide follow-up information on this item to the boards as it becomes available.

In accordance with the requirements of Title 10, Chapter 10, Code of Federal Regulations, Part 21, Transamerica Delaval, Inc., hereby notifies the comission of a potential dafect in a component of a DSR or DSRV Standby Diesel Generator. There could exist a potential problem with the Turbocharger Thrust Bearing lubrication which could resr.lt in eng1ne non-avniinhility.

Transamerica Delaval has supplied the DSR and DSRV Engine with the potential defect to the following sites:

Investigation has indicated the cause of tne failures at both sites to be insufficient lubrication of the Thrust Bearings of the Turbochargers.

These Turbochargers are manufactured by Elliott Company and installed on the Engine by Transamerica Delaval.

The lubrication problem occurs when the Engine Generators are in the st'md-by node.

The prelube system provides lubrication to the critical components during this period. The flos of oil is reduced to the Turbocharger to prevent excess oil from entering the intake or conbustion air system.

February 15, 1984 U. S. Nuclear Regulatog Conmission once the Engine starts, and the main lube system is up to pressure, adequate lube oil is provided. The insufficient lubrication of the Turbocharger Thrust Bearing only occurs on a quick start after a pro-longed period in the standby nude. Turbocharger Thrust Bear 2ng failure occurs only after many quick starts.

This subject was a subje7t of a previous 10CFR21 Report by Transamerica Delaval dated Decenber 16, 1980. To the best of our knowledge, c 3 Corrective Action recomended in that report has been completed at all Transamerica Delaval Engine Sites.

The system modification rec amended apparently has not corrected the potential problem. We are reviewing tais problem, and will have our new recoamendation for elicanation of this potential problem by March 23, 1984.

A copy of this letter will be sent to eacn of the cognizant parties listed in Paragraph 2, as indicated by the cc's.

A copy of our reconmended Corrective Action will be sent to each site by March 30, 1984.

We will supply parts, drawings, technical services, and all the necessary intormation to nodify the Turbocharger Stancby Lube Oil on request and in accordance with each individual contract.

We cannot estimate when this Corrective Action will be complete since action is required by others.

Our evaluation of the matter was concluded on February 14, 1984.
