SUPPLEMENTAL RESPONSE TO NRC LETTER .

FROM JAMES P. O'REILLY TO H. G. PARRIS DATED MAY 9, 1980 As requested by W. P. Kleinsorge in a June 11, 1980, telephone call to Jerry Wills, the additional information is being provided.

NRC CONCERN In addition to the need f or corrective action regarding these specific items of noncompliance, we are concerned about the implementation of your management control systems that permitted their occurrence.

Consequently, you should describe in particular those actions taken or planned to improve the ef fectiveness of your management control systems.

TVA RESPONSE TVA has taken several steps in the past three months to improve the overall effectiveness of our management control systems, especially regarding identification and prompt reporting of nonconforming conditions, implementation of corrective actions on nonconforming conditions and noncompliances, accuracy of reports, training of crafts and inspectors, compliance with procedures, and overall improvement in implementation of the QA/QC program at all plants. Most of the items were addressed in a TVA-NRC telephone conversation on April 3, 1980, documented in a memorandum from the TVA Quality Assurance Manager, OEDC, to our files dated April 10, 1980.

Some of thd specific concerns regarding welding have been previously discussed with the NRC-0IE staf f, in partienlar, in a meeting with the NRC on May 6, 1980, in Atlanta. As indicated ir. that meeting, OEDC has formed a special task f orce which is investigating in detail the welding program at TVA construction sites to determine the cause for continued welding problems at the sites and to provide recommendations for improvement. The task force is composed of management representatives from OEDC QA, EN DES, and CONST. The task force will interview welding procedure preparers, velders, welding QC inspectors, craf t supervision and management, welding QC management, auditors, QA management, and any other managers or individuals necessary to accomplish their task. The task force will be evaluating procedures, techniques, and management controls at Watts Bar and subsequent plants.

This action and the previously described actions should reaffirm TVA's management commitment to improve the ef fectiveness of the management control system in design and construction of TVA nuclear plants.
