Dear Congressman Ertel:

This is in response to your letter, dated October 4,1979, regarding public hearings on the release of radioactive gases form the containment building at Three Mile Island, Unit 2. GPU, the licensee's parent company, has submitted a report to the NRC staff on this subject and the staff is conducting an independent safety analysis of the proposal and alternatives. Also, in a policy statement, dated November 21, 1979, the Commission stated that it would prepare a programmatic environmental impact statement on the decontamination and disposal of radioactive wastes resulting from the Three Mile Island, Unit 2, accident. A copy of this policy statement is enclosed. The Commission has also decided that concerned citizens should be given the opportunity to present their views orally at a public meeting prior to any approval of proposals to dispose of radioactive gases in the TMI-2 containment. PACT STATEMENT t AGENCY: U.S. Nuclear Regulatory Commission i i ACTION: Statement of Policy SU121ARY: The Nuclear Regulatory Commission has decided to pre-i pare a programmatic environmental impact statenent on the decon-tamination and disposal of radioactive wastes resulting from the March, 28, 19 79 accident at Three Mile Island Unit 2. For some time the Commission's staff has been moving in this direction. .In the Commission's judgment an overall. study of the decontamina-tion.and disposal process will assist the Commission in carrying out its regulatory responsibilities under the Atomic Energy Act 'to protect the public health and safety as decontamination progresses. It will also be in keeping with the -purposes of the National Environmental Policy Act to engage the public in the Commission's decision-making process, and to focus on environmental issues and alternatives before commitments to specific clean-up choices are made. Additionally, in light of the extraordinary nature of this action and the expressed interest of the President's Council on Environmental Quality in the TMI-2 clean-up, the Commission intends to co-ordinate its actions with CEQ.
