e APPENDIX A NOTICE OF VIOLATION Cornell University Docket No. 50-157 Ward Laboratory of Nuclear Engineering Based on the results of the NRC inspection conducted on September 25-27, 1979, it appears that certain of your activities were not conducted in full compliance with the conditions of your NRC Facility License No. R-80 as indicated below.
These items are infractions.
A.
Technical Specification section 6.2, Review and Audit, paragraph 6.2.f states:
"The Committee shall meet a minimum of four times a year."
Contrary to the above, only two Ward Laboratory Safety Committee meetings (No's 54 and 55) were held in 1977 and only three meetings (No's 56, 57 and
- 58) were held in 1978.
B.
Technical Specifications section 4, Surveillance Requirements, paragraph 4.1 states in part:
"The standard fuel elements shall be visually in-spected for corrosion and mechanical damage and measured for length and bend...the intervals shall not exceed 14 months."
Contrary to the above, the interval between fuel element inspection No's 15 (January 3,1977) and 16 (March 29,1978) exceeded 14 months.
