EMERGENCY PREPAREDNESS NEEDS r

Your April 10, 1979 memorandum on the above subject stated your views regarding additional resources needed by the Office of

. State Programs to accomplish the work associated with States' response to the necessity, as highlighted by TMI, for having emergency preparedness plans developed and concurred in by

the NRC.

I fully agree with the need for additional effort in this area, and the Commission supports that view. As we discussed on 7

May 14, I believe the work should have the highest priority within your office.

Accordingly, Richard Clevenger and Marshall Sanders, who have made good progress on developing NRC's national level emergency preparedness plans, should be assigned essentially full time to the States emergency preparedness work.

I believe that except for some minimal activity, the national level emergency preparedness work can be deferred until October 1, 1979.

I also believe you should assign Bob Jaske and Steve Solomon to r

work with Doc Collins on emergency planning.

This will bring to seven (vh the six you requested) essentially full time professionals, and necessary clerical support will be authorized on a temporary basis until September 30, 1979.

With regard to the six positions at the Regional Office level, I am authorizing these positions, also on a temporary basis, until September 30, 1979.

You should immediately explore the sources we discussed, including universities, States already having approved plans, consultants, and possible contract arrangements that can provide us, as quickly as possible, with qualified people to work at the Regional level.

With regard to the longer term needs of your of fice, the BRG will consider these requirements in light of other priority needs and action by Congress on our FY-80 authorization and appropriation r

requests.

Please keep me informed on your progress and, in addition, let me have your recommendations on steps we can take to speed actions by the States, flRC and other federal agencies in developing sound and thorough emergency preparedness plans at the State and local levels.
