UPDATE ON STATE PROGRAMS EMERGENCY PLANNING PERSONNEL AND CONTRACT SUPPORT ACTIVITIES As the DUTS meeting Wednesday, November 14th, I promised you an update on your memo to me of May 15th (copy attached).

Generally, as I indicated we have had good experiences to date but these are some questions on which I would like further guidance.

You will recall that we have assigned four individuals from within the office to work on Radiological Emergency Planning matters through October 1: Messrs.

Jaske, Salomon, Sanders and Clevenger. Those assignments continue: Mr. Jaske is devoting about 3/4 of his time to Radiological Emergency Planning; Messrs.

Sanders and Clevenger about 80% on Radiological Emergency Planning and 20% on National Level Emergency Planning.

Dr. Salomon is giving 100% to Emergency Planning and as I mentioned will be officially reassigned to Mr. Collins' Office in the immediate future.

We have also benefited from the detail of Messrs. Cleveland, Van Niel and McPeek to SP from NRR.

Each of these gentlemen has whole-heartedly jumped in to help us in this program.

If the Congress authorizes the eight additional slots for this office, we intend to offer permanent status to these individuals and Mr. Clevenger (who is a temporary employee) and make them, if they chose, full time permanent employees here.

We have also used the authority you gave us to hire one individual on a tem-porary basis:

Ken Green, a former Maryland County Planning official; Rod Mason, a former AEC State relations employee, has joined us as a consultant; and Jim Dukes, a Frederick College professor and computer / automatic data pro-cessing expert consultant, comes in on Fridays to help us with our computer record-keeping programs. We also have Tony Marasco, the Westchester County (Indian Point) Civil Defense Director, on a three month OPM Fellowship to NRC (which ends in early December), working on planning matters concerning the counties surrounding Indian Point.

You will recall that we obtained some support services from Sr.ience Applications Inc. (SAI), under sub-contract to SANDIA, in the amount of $100,000 for the period June through early December of this year. Those funds are now nearly exhausted.

SAI has provided some personnel to assist the Federal Interagency Regional Advisory Committees in observing exercises testing the emergency plans of Flordia, Oregon / Washington, New Jersey / Delaware.

SAI has prepared evalua-tions for Flordia, New Jersey / Delaware and partial evaluation of the Oregon /

SAI has been working on developing a single comprehensive exercise scenario that can be used to test State and local plans. The sce-nario is now in draft stage and SAI still has to incorporate changes recom-mended by Federal, State and local personnel who have reviewed the draft document. Our long range plan is to have prepared and published ten dif-ferent scenarios from which State and local governments could choose. We would also like to have SANDIA prepare exercise evaluation techniques and procedures as a part of the exercise scenario book. We have talked to RES about this project and funds are available which will allow us to do it.

SAI has recently submitted a new estimate to SANDIA for its work through June 1980 (copy attached). We would like to continue this arrangement with SAI but to do so we would require something in the neighborhood of $250K.

We have talked to Roger Blond in RES about funds for the observation and evaluation of exercises but this cannot be properly described as research.

We have also discussed this with Craig Roberts in SD.

SD has $90K for emergency planning in their FY80 budget and $250K in their FY80 supplemental request. But SD is unable to tell us at this time if either of these a-mounts could be made available to support the exercise observation and evaluation program.

SP has no money in FY80 or FY80 supplement.al to pay for this continued field support by SANDIA/SAI. SP is supporting the NRR licensee site visits on EP, and that of course, has diluted our staff efforts in being able to cover exercises testing State / local plans making field support from SANDIA/SAI even more important.

I need to have your guidance on these matters.
