Initial Management Meeting 1.
Objectives The objectives of this area of the inspection were to:
a.
Establish channels of communication between Burns and Roe, Inc., and the USNRC Office of Inspection and Enforcement.
b.
Discuss with Burns and Roe, Inc., management USNRC policies and practices, the specific objectives of the Vendor Inspection Branch, and other items of management interest, relating to the USNRC and the Vendor Inspection Branch.
c.
Discuss with Burns and Roe, Inc., management their organ-izational structure, Quality Assurance program policies, those safety related services supplied for nuclear plants, and any changes that may have occurred in these areas.
d.
Discuss with Burns and Roe, Inc., management how our inspections are conducted, how our findings are documented, how follow-up is accomplished, and how Burns and Roe, Inc.
is to respond to these findings.
Introduce the Principal Inspector who will be the USNRC e.
contact with Burns and Roe, Inc., concerning our inspection activities.

Meeting Results The preceding objectives were accomplished during a meeting on April 11,1979, attended by those individuals identified in para-graph A. above. The following is a summary of the more salient items of this meeting:
a.
Mr. T. A. Hendrickson was identified as our future correspondence contact. and Mr. W. P. Rausch as our day-to-day contact.
h.
Mr. U. Potapovs described the current NRC philosophy of direct inspection of licensee contractors and vendors.
He presented a brief history of the vendor inspection program, its organization, responsibilities, and purpose.
Mr. C. J. Hale described the mechanics of vendor inspections including scope of inspections, conduct and documentation of inspection, types of findings and proper method of response, the White Book, and which documents would be placed in the Public Document Room.
c.
Mr. Hendrickson described the Burns and Roe, Inc., organ-izational structure as being of the classical matrix organization with all engineering activities related to nuclear projects being projectized according to function.
Mr. Hendrickson indicated that Project Guides describe the policies of each project and these are implemented in specific Project Procedures.
Mr. Hendrickson also indicated that each project references the Corporate Operations Manual, which in Section I of Part IV, incorporates the Nuclear Quality Assurance Manual, Topical Report B& ROE-COM4-1-NP-1A.
Mr. Hendrickson further stated that each project may take exception to the details of the Corporate Operations Manual by including a project unique Project Quality Assurance Plan.
Corporate Technical Standards are also included in the Corporate Operations Manual and together provide the generic base of documents used on a particular project.
Mr. Hendrickson also indicated that WPPSS #2 nuclear project is approximately 92% complete (engineering activity) and is implementing the Corporate Operations Manual.

Mr. D. G. Anderson was identified as the Burns and Roe principal contact concerning VIB inspections.
