Attachment A provides a general outline of the Davis-Besse Unit 1 operator training to be completed prior to start up as a result of the TMI-2 incident.

The sequence of events of the Three Mile Island incident on March 28, 1979, was reviewed with operations personnel to provide these personnel with an understanding of the total incident and ghe sicaificance of that occurrence to Davis-Besse Unit 1 operation.

The presentation was made by station training personnel that had extensive operating experience who had made a detailed review of the ISE incident and was involved in the B&W evaluation of the TMI incident. The presentation was monitored by company engineering personnel cognizant of the TMI sequence of events.

The NRC Region III representatives from the Office of Inspection and Enforcement reviewed with ,the Davis-Besse operators areas of concern originating f rom the IMI sequence of events, stressing the significance and the need for proper operator action.

All station licensed operators participated in the B&W Simulator Training Program in which the sequence of events and response of the plant at TMI 2 were discussed.

The sequence of eyents was presented on the B&W Simulator as it actually occurred.

Each operator, in a " hands-on' situation, performed the control functions invcived in situations similar to those which occurred at TMI with emphasis on maintaining proper core conditions.

Procedures and Procedure Changes Training materials based on changes in existing procedures made as a result of TMI 2 are being developed for training of personnel. These materials will address the areas of concern such as loss of main feedwater, auxiliary feedwater operation, loss of reactor coolant system flow, loss of reactor coolant, natural circulation, etc.

In the case of loss of reactor coolant, the changes include.new instructions for actions relating to small and medium size break LOCAs. Material will also address the new administrative procedures covering locked valves. These materials will be submi tted to the Station Review Board, along with written questions and answer key for approval. These materials will then be distributed for on-shif t review prior to formal training. These reviews should be complete in approximately three to four hours.

Emphasis will be placed on concerns outlined in IE Bulletin, procedure changes, and administrative controls that resulted frca TMI-2 review.

Exam and Evaluation.

Operating personnel will be administered an exam, questions that have been reviewed by the Scation Review Board, to assure that areas of concern are understood. All operations personnel (licensed) will be required to successfully complete the exam prior to being permitted to operate controls without direct supervision. Operators not successfully completing the written examination will be prov'ided time to review ma terial utilized in class. Additional' classroom coverage of materials will be given and an oral examination on materials prior to being administered a second examination.
