MAY 011979 Docket Nos. 50-460 and 50-513 Mr. D. L. Renberger Assistant Director Technology Washington Public Power Supply System P. O. Box 968 3000 George Washington Way Richland, Washington 99352 0

Dear Mr. Renberger:

SUBJECT:

FINAL SAFETY ANALYSIS REPORT AND ENVIRONMENTAL REPORT SUBMITTAL SCHEDULE In a letter dated April 13, 1979, you requested that we provide guidance regarding appropriate subm_ittal dates for your Nuclear Projects Nos.1 and 4 (WNP-l/4) Final Safety Analysis Report (FSAR) and final Environmental Report (ER). Your request was based on supporting a WNP-1 fuel load date of June 1983.

You pointed out in your letter that our request for an additional year of meteorological data (Letter, John F. Stolz, NRC to J. J. Stein, WPPSS, dated March 2, 1976) would require that you restart your monitoring program within a few months.

As you iMicated in your letter, our guideline for submittal of FSARs and ERs was 24 to 27 months prior to fuel loading.

Recently we have modified this guideline to more accurately reflect historical experience of 34 to 36 months prior to fuel loading. Therefore, your proposed date of August 1980 for submittal of your FSAR and ER is reasonable.

For budgetary purposes and manpower availability we have been projecting your submittal for the last quarter of 1980 in accordance with your letter of February 6,1979.

Mr. D. L. Renberger MAY 011979 Prior to submittal of your FSAR and ER in August 1980, our Caseload Forecast Panel will update its estimate of the progress of construction for WNP-1. That updated estimate along with the then staff workload will be factored into the preparation of our safety and environmental review schedules.

Sincerely, I
