We have determined that your measurement control plan incorporated as a condition of license on March 8,1979 contains mistakes concerning the calculation of systematic errors.
Since bias and systematic error variance have to be determined, the correct method of calculating 2
2 the variance is by S /n + So.
In order to correct these mistakes, we s
are adding a new Condition 4.10 to Amendment MPP-2 to Special Nuclear Material (SNM) License No. SNM-777 to be effective on April 7,1979.
This condition reads as follows:
4.10 Notwithstanding the equations in Section 4.2.4.2 of the Plan identified in Condition 2.1, the licensee shall use the following equation to calculate systematic errors:

In order to remove this condition and maintain your Fundamental Nuclear Material Control Plan as a basic, comprehensive document, we request that you submit revised pages correcting the mistakes within fifte r.
