Gentlemen:
This refers to our letter to you dated December 19, 1978, which acknowl-
edges your intent to halt further placement of concrete in safety related
structures until certain reviews and corrective actions have been completed,
and to our telephone conversation of March 5,1979.
During our inspections
since December 19, and specifically during our inspection of February 20-23,
1979, we have monitored your activities and verified completion of those
specific items noted in our December 19 letter.
As of this date, we have
no further questions regarding the commitments documented in that letter.
We agree that placement of safety related concrete in structures other than
the containment building may now continue.
During our review of your corrective actions, some potential noncompliance
items were noted.
These matters will be communicated to you separately
with the issuance of the report covering this inspection.
Additionally,
you are aware that there are several requests from the public which require
disposition in accordance with 10 CFR Part 2.206.
While resumption of concrete placement in other safety related structures
may new proceed, you recognize that the matter of acceptance of the Base
Mat concrete has not been resolved.
Additionally, you are aware that the
I!RC is reviewing acceptability of the Base Mat.
Pending resolution of
the acceptability of the Base Mat, we understand that no concrete will be
placed in the containment building or its internals except for repair of
voids in concrete already placed.
