Enclosed herein are five (5) copies of the Applicant's Safeguards Contingency Plan. This Plan was prepared in accordance with 10CFR73.55, Appendix C, " Safeguards Contingency Plans for Nuclear Power Plants."

As the Safeguards Contingency Plan contains proprietary information; .ne Company requests, pursuant to 10CFR2.790 and 9.5, that the Contingency Plan be accorded proprietary status and not placed in the Public Document Room.

Please note that our attached return receipt letter requests that you acknowledge receipt of the enclosed controlled documents.

JCT,EPH P. NOVARRO, being duly sworn, states as follows:

1. I am Project Manager of the Shoreham Project within Long Island Lighting Company.

2. I have been delegated the function of reviewing the Safeguards Contingency Plan (Plan) for the Shoreham Nuclear Power Station, Unit 1 and applying to the NRC to have the Plan withheld from public disclosure.

3. Under 10 CFR @ 2.790 (d) the Plan contains " commercial or financial information" because it identifies detailed security measures for the physical protection of the Shoreham plant in which licensed special nuclear material will be possessed and used.

4. Therefore, the Company requests, pursuant to 10 CFR SE 2.790 (b) and 9.5 (a) (4) (i) , that the Plan be withheld from public disclosure.
