The design description, entitled " Fuel Tank For Diesel Driven Fire Pump Modification", proposes a modification intended to prevent structural steel framing in the 'rici-nity of the diesel fire pump fuel storage tank frc= being damaged by a fire at the tank. As indicated in the SER, the Cc==ission must review and approve the modification required to resolve this concern. As such, it is re-spectfully requested that a timely review be perfo:=ed, in order that these modifications may be ec=pleted by the SER designated implementa-tion date of June, 1979 The District's staff remains available to pro-vide assistance to expedite your review. DESIGN BASIS In accordance with the Safety Evaluation Report by the Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Commission, Docket No. 50-285, paragraph 3.1.4, page 3-1, a modification will be made to prevent structural steel framing in the vicinity of the fuel storage tank, supplying the diesel engine-driven fire water pump, from being damaged by a fire at the tank. A postulated fire outside the Fort Calhoun Power Station Intake Structure asso-ciated with the 550 gallon fuel oil supply tank could potentially damage the structural frames of the Intake Structure and collapse the structure resulting in damage to the raw water pumps. Eman and Consultant W. H. Doyle, a solution to nrotection of the structure.from a fuel tank fire is to bury it above ground. Their recommendation to accom-niish this would be to coat the tank with a corrosion resistant oaint, surround the tank with a reinforced steel tank and fill the tank with sand I to ;'rovide a minimum of one foot of sand cover canaletely around the tank. In order to correct the current cotential hazard, the reconnendation to bury the tank above ground annears to be tN best approach. Any other nossible correction would. require numnino the 'uel from the. tank to the fire ourp and the tank located at a much further ' stance. Rather than using a reinforced steel tank to surround the fuel tant, it is recorrrended that a reinforced concrete block structure be buiit around the tank with a corrugated metal roof. B. JllSTIFICATION: The approach to bury the tank above ground allows the aerogative of leaving the tank in its current vicinity. To move the tank nhysically far enough away from the building so as to not cause structural damage to the building in the event of a fire or to bury the tank north of the Intake Structure would require the addition of fuel pumps to transfer the fuel from the tank to the fire pump. Such a move would jeocardize the caoability to nrovide fuel to the fire numn by having to rely on the operability of a fuel oumo. The installation of a reinforced concrete block structure around the fuel tank is considered more advantaaeous than a reinforced steel tank. The concrete block structure will blend in with the surroundina buildincs better and will be easier to maintain. The tank would be easier to service. An analysis was nerformed for the structural slab unon which the concrete block structure is to be built. This indicated that both shear and nonent capacities of the slab are adequate when considerina a AASHT0 H0-20 wheel loadina on the west side of the structure simultaneously with an earth-i quake load of an estinated 2/3 of.17g in the vertical direction. i i I

FC 78Al GENERATING STA. ENG. C. SCOPE The existino fuel tank is located on a netal stand within a concrete basin on the west side of the Intake Structure. The basin is currentiv surrounded by a concrete bern which is 8 inches wide and 10 inches high alona the north, south, and west sides. This nodification would require that the tank and stand be noved 10 inches furti,er away from the Intake Structure and 6 inches towards the north side of the Intake Structure. This will nearly center the tank within.the enclosure and allow for a nininun of 1 foot of sand fill all around the fuel tank. A concrete bern 10 inches hiah by 10 inches wide would be constructed within the basin alono the wall of the Intake Structure. The existina hasin drain would be cluoned and a new 1 1/2 inch drain line installed with a sand screen on basin side and a locked valve on the exterior side with provision for attaching a hose in the event liquid within the structure would need to be punged out. The existino floor of the basin would be arouted with a 1:4 slope to the drain. Existino tank drain line, tank fill line, and sight glass line would be extended to reach bevond the bounds of the new structure horizontally or vertically. In the drain line extension, a valve will be located just outside the concrete block wall of the enclosure, then a "T", and then a drain faucet that can be locked. The "T" will allow for a fuel level indication line to be installed which will run vertically up the north wall and then across the roof to be ".ied into the vent line. The tank with its associated pipino and the metal stand would be coated with a corrosion resistant paint. A concrete block wall,13 coarses hioh would be constructed on top of the concrete berm on all four sides of the basin. A steel ladder will be installed vertically along the south wall of the enclosure to allow for access to the roof and the fuel fill line. A sunnart bracket will be installed on the north side of the enclosure to secure the fuel level indicator line. The wall would be reinforced both horizontally and vertically. The vertical rebar would nenetrate into the concrete bern on all sides. A sealer application would be made to the interior walls and the floor of this structure to prevent moisture or liquid penetration. The basin would then be filled with a mixture of 1 1/2 inch crushed linestone and sand to a depth 3 feet above the base and with sand to a depth 9 feet above the base. A 22 sa. corrugated netal roof deckino would be installed, fastened down and caulked around all penetrations. The exterior of the structure would then be nainted with a sealer in a color i concatible to the Intake Structure. Concrete bunner cuards would be constructed strategically around the new structure to,orevent vehicles j from colliding with it. 6 k l i
