Dear Mr. O'Reilly:
We offer the following response to the apparent Item of Noncompliance in the referenced Inspection Report.
NOTICE OF VIOLATION A. Technical Specification 6.8.1 states, in part: " Written procedures shall be established, implemented, and maintained, covering the activities referenced...C. Surveillance and Test Activities of Safety Related Equipment." Additionally, Paragraph 3.2.1.1 of AI-700, " Administrative Instructions for Conduct of Technical Services", states, in part, "NonConformance to acceptance criteria or Technical Specifications shall be called to the attention of the Technical Support Engineer. He will document the problem according to CP-113. " Procedure for Handling Work Requests..."
Contrary to the above, Data Sheet IV, of SP-132, Engineered Safeguards Channel Calibration, dated September 9, 1977, indi-cated that RC-3B-PT3 failed to meet the listed acceptance criteria and no corrective action was taken.
A. Response: During the course of the inspection, documented proof that corrective action had been accomplished for this infraction could not he produced. However, the satisfactory performance of the next scheduled SP-132 was indicative of corrective action having been accomplished.
A review of this violation was held and all concerned personnel were counseled as to the consequences of this citation. In the future, no Surveillance Procedure on Safety Related Equipment will be transmitted as being completed until all acceptance criteria has been met. Full compliance has been achieved this date.
