OCT 2 41979 APPENDIX B NOTICE OF DEVIATION University of Virginia License No. R-66 University of Virginia Test Reactor Facility Based on the results of the NRC inspection conducted on September 18-21, 1979, certain of your activities appear to deviate from generally accepted industry practices as indicated below.

Regulatory Guide 8.4, " Direct-Reading and Indirect-Reading Pocket Dosimeters",

Section C discusses testing and acceptance criteria for programs using pocket dosimeters. Section C.I.C(2) states response and leak tests should be performed at maximum intervals of six months if the dosimeters are used to supplement the primary method for personal dosimetry.

Contrary to the above, pocket dosimeters have not been response or leak tested since January 9, 1979.

These pocket dosimeters are used to supplement film badge dosimetry for permanent workers and serve as the only means for prompt estimates of occupational exposures.

In addition, the pocket dosimeters are used as the only means of dose assessment for visitors and other non-badged temporary personnel.

Failure to perform response and Icak tests on a routine basis could result in the use of faulty dosimeters and subsequent errors in dose assessment for workers.

A similar problem was brought to your attention in inspection report RII:50-62/78-2 dated November 28, 1978.
