~~ m v.~,
gv NOV 2 y 1979 Docket No. 50-277 Philadelphia Electric Company ATTN: Mr. S. L. Daltroff Vice President Electric Production 2301 Market Street Philadelphia, Pennsylvania 19101 Gentlemen:
This refers to your letter dated November 19, 1979 in response to our letter dated October 24, 1979 concerning IE Bulletin 79-02, " Pipe Support Base Plate Designs Using Concrete Expansion Anchor Bolts" and IE Bulletin 79-14, " Seismic Analyses for As-Built Safety-Related Piping Systems".
Our October 24, 1979 letter required in part that if the saismic qualification of any safety system piping or component is shown to be improper, the plant involved will be placed in the cold shutdown condation either within seven days of identification of any such uncorrected item or as specified in the Technical Specification, whichever is less.
Your review of the Peach Bottom Atomic Power Station Control Rod Drive (CRD) System design related to seismic inadequacies for certain hangers indicates that no drive insert and/or withdrawal line would break under a seismic event.
You further confirmed that breaking of the CRD lines involved would not result in exceeding the requirements established for CRD insertion or scram in the required time period.
Based on this review, the da b cy which Unit 2 must be in the cold shutdown condition is extended until January 1,1980 for the CRD small piping h' anger modifications identified in your November 19, 1979 letter only.
We understand that necessary modification are scheduled to be completed by December 21, 1979.
If our understanding of your findings and planned actions described above is not in accordance with those findings and with ycur actual plans and actions being implemented, please contact this office by telephone and in writing within 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
of receipt of this letter.
Sincerely, g
