This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:

SWIMMERS IN SCUBA GEAR, OBSERVED ON BEACHFR0NT On August 5, 1979, at 2:00 a.m. and again at 5:45 a.m. the security force observed a swimmer dressed in scuba gear emerge from the water at the beach-front adjacent to Indian Point, Unit 3.

No attempt was 'nade to enter the site.

The boat from which the swimmers came remained offshore adjacent to the discharge canal during most of the aight.

In both occurences the swimmer returned to the boat after sighting the security force.

A newspaper article that appeared in a local newspaper dated August 7, 1979 described the swimmers as having made attempts to enter the site and also stated that an attempt was made to cut through a chain link fence: According to information provided by the licensee, the swimmers did not trespass on the licensee's property and the fence had been damaged by a falling tree limb.

This PN is issued for information only and no further action by IE is anticipated.

Media interest has occurred through the newspaper article mentioned above.

The State of New York has been informed.

A press release is not planned by the licensee or NRC.

The IAT has been notified.

NRC, Region I, (Philadelphia) received notification of this occurrence by telepaone from Resident Inspector at 4:20 p.m., August 8, 1979 and updated by a Faxed memo to RI at 8:30 a.m. on August 9, 1979.
