Dear Mr. O'Reilly:

In our letter to you, dated April 16, 1979, concerning the subject h1C Bulletin, we stated that we had reviewed the piping documentation (Material Test Reports) for safety-related systems and had determined that no welded pipe had been purchased f rom Youngstown Welding & Engineering Company for use at CR #3. Since the referenced letter, it has been brought to our attention that a section of 10" Schedule 10 stainless steel pipe was purchased for use at CR #3. The Purchase Order was placed with HUB in Atlanta, Georgia, who then ordered the pipe f rom Youngstown Welding &

Engineering Company in Ohio.

The following information is therefore being provided to you in response to the subject NRC Bulletin:

1. A section of 10" Schedule 10 stainless steel pipe, welded without filler metal, and conforming to ASTM A-312, Type 304, manufactured by Youngstown Welding & Engineering Co. was purchased for use in a safety-related system at CR #3.
2. The pipe was used to fabricate temporary blind flange covers to be placed on the Reactor Coolant Pumps during the CR #3 refueling outage while the RC Pumps seal cartridges are removed. (The temporary blind flange covers are not being used during the present outage. They will be maintained for possible use during a later refueling outage. )

With the installation of the temporary blind flange covers, the Fuel Transfer Canal can be flooded and refueling can take place while the seal cartridges are being rebuilt. The blind flange covers prevent a loss of borated water since the pump seals are located approximately 20 feet below the top of the Transfer pgg 2142 065 7 m

Mr. J. P. O'Reilly Page 2 May 18, 1979 Thus, the pipe will be used only temporarily during refueling as a maintenance tool and will be removed to permit reinstallation of the seal cartridges prior to startup.

The design conditions are 140*F and 11 psig (due to static Tead of water in the Transfer Canal).

3. Radiography of the entire longitudinal weld joint, of the 10" pipe, was performed by Branch Labs at CR #3 April 24, 1979. The NDE was performed in accordance with ASME Section V, Article 2 and there were no indications of defects in the pipe weld. The acceptance criteria was ASME Section III, Article ND-5300.

Had any defects appeared, they would have been repaired in accordance with ASME Section III, Sub-Subarticle ND-4430, and then re-examined by radiography.
