ORDER The Governor's Massachusetts Office of Energy Resources requests this Board to grant it leave to participate in this proceeding as an interested state agency.
Participation by such a state agency is expressly provided for at Section 2.715(c) of the Comnission's Rules of Practice.
This requcst is opposed by the intervenor Cleetons because it is made some years after the February 13, 1974 deadline for the filing of petitions to intervene under Section 2.714. Viewing the request as late filed, the intervenor Cleetons argue that consideration of the four factors enumerated at Section 2.714(a) requires rejection of the request.
We have never understood the " lateness criteria" set out in 2.714(a) to apply tc this mode of participation. We are satisfied that those criteria were never intended to apply in this situation.

We find no inpediment to participation by the Governor's Office of Energy Resources, and hereby grant its request that it be permitted to participate as an interested state agency on the "need for power" issue.
