AMENDMENT APPLICATION DATED FEBRUARY 6, 1979, TO EXTEND EXPIRATION DATE FOR ONE YEAR

Background===
The subject application, which is accepted as a timely request for license renewal, requests that the license expiration dated be extended from March 31, 1979 to March 31, 1980.
No changes in currently approved nuclear safety, radiation safety or environmental parameters are proposed.
IRT expects to be moving from its present facilities (currently leased from GA) to an eight acre plot IRT is purchasing in the Torrey Pines Science Park.
Since detailed nuclear safety, radiation safety and environmental data will be required before consideration can be given to licensing the new proposed facility, IRT wishes to extend the current license for a year so as to avoid in essence submitting two complete license applications within a single year.
Discussion As previously stated, extending the expiration date for a year does not change or effect any of the radiological, nuclear or environmental considerations which have been made regarding the currently approved operations.
Mr. William J. Cooley, I&E Region V, Inspector, advised that since 1975 IRT has had three items of noncompliance.
Two of these were related to an apparent misunderstanding of their possession limits under the license and one related to the failure to take an air sample.
He states that overall they appear to have a very good operation.

- Recommandation Based on the above it is recommended that the applicant's amendment request be approved.
However, it is also recommended that the expiration date be extended to April 30, 1980 rather than to March 31,1980 to allow IRT almost a full year.
It is also recommended that IRT be advised of the requirements of 10 CFR 70.23(a)(7) in connection with their proposed new facilities.
