Oyster Creek Nuclear Generating Station Docket No. 50-219 SEP - Topic VIII-3. A, Station Battery Test Requirement Your letter of April 18, 1979 requested that we review the NRC evaluation of Topic VIII-3. A. We have reviewed this evaluation and have the following ccmnents:

The present Oyster Creek Technical Specifications require that the station batteries shall be load tested every 6 months including monitoring the battery voltage as a function of time.

Technical Specification Change Request No. 67, if approved, would extend the testing interval to 18 months.

The term " load test" is synonymous with " discharge test" as described by Oyster Creek Surveillance Procedure No. 634.2.001, titled " Main Station Battery .ischarge (Load Test) ." Oyster Creek is in fact conducting a battery service vi.scharge test every 6 months instead of the required 60 months.

The " load test" also encompasses the requirements of a " battery service .,est" and both the present Technical Specification and the proposed Technical Specification ccxnply with the required test interval.

"Ihe technical specifications for the Oyster Creek Nuclear Station encompass the required periodic battery service and discharge tests under the term " load test"; therefore, the Oyster Creek Nuclear Generating Station does comply with the intent of current licensing requirenents for station battery tests.
