Dear Dr. Wol f:
On behalf of Dr. Hendrie, I am responding to your letter of April 5, 1979 concerning the use of resident inspectors at nuclear power plant sites.
Your suggestions coincide with a revised inspection program that we began to implement in 1978.
Enclosed is a report that describes this program.
In summary we plan to station one or more inspectors at each site with an operating license and at selected construction sites.
The program will be fully implemented during the next 3 years.
Earlier implementation is not possible since this independent type duty requires an inspector with substantial experience in both nuclear technology and NRC regulatory programs.
Normally, we expect to assign qualified personnel to a regional office for up to two years before assignment to a reactor site.
There will be periodic relocation of resident inspections to help assure the objectivity of resident inspectors. While in the region, an inspector would receive training and practical experience in performing inspections and in imple-menting our enforcement program.
Minimum hiring qualifications include five years of appropriate nuclear experience.
