We have reviewed and accepted the revised measurement control plan submitted with your letter dated April 17, 1979 and the revisions submitted with your letter of May 2,1979, all of which were submitted pursuant to 10 CFR 70.57(c) and to our request dated November 17, 1977.
In order to ensure complete compliance with the requirements of 10 CFR 70.57, we have found it necessary to require that your material control and accounting program be strengthened in certain respects. Accordingly, the new conditions listed in Enclosure 1 are being added to your license. These new conditions were discussed with Mr. C. Vaughan on May 2, 1979 and consensual agreement concerning their acceptability and wording was reached on all except Condition 4.8.
Pursuant to the NRC's Rules of Practice as set forth in 10 CFR 2.204, you may request a hearing within 20 days of the date of this letter with respect to Condition 4.8.
In order to consolidate these conditions with outstanding letter amendments to your safeguards amendment, and to withdraw obsolete amendments, Sections 2.0 and 4.0 of Amendment MPP-2 to your License No. SNM-1097 are hereby revised in their entirety as set forth in, to be implemented thirty (30) days after the date of this letter.
Although we have approved your plan, two issues have not been completely resolved, namely:
1.
Criteria for establishing the alternative hypothesis used when verf fying standards, and 2258 231 79060400 W
2.
Criteria for placing acceptability limits within which point calibrations can be conducted.
We are presently restudying each of these areas. Concurrently, you shculd develop your position on each of these matters so resolution can be expedited.
We have determined that your initial and revised measurement control plans of December 19,1975, June 15,1978, September 18, 1978, December 28, 1978, and April 18, 1979 and the revision of April 25, 1979 contain information of a type specified in 10 CFR 2.790(d).
Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordar ce with the provisions of 10 CFR 9.12.

Sections 2.0 & 4.0 to SNM-1097 2258 232 5
New License Cenditions Added to Materials And Plant Protection Amendment MPP-2 to License No. SNM-1097 2.1 The licensee shall follow the Fundamental Nuclear Material Control Plan dated as specified on pages xix through xxvi dated April 25, 1979 except Appendix A; and as revised in accordance with the provisions of 10 CFR 70.32(c).
4.1 Notwithstanding the requirements of 10 CFR 70.57(b)(8) to determine random errors for volume, NDA and weighing from process materials, and to separate random analytical and random sampling errors; the licensee shall follow Sections 4.4.1 and 4.4.2 of the Plan identified in Condition 2.1.
4.2 Notwithstanding the requirements of 10 CFR 70.57(b)(10) to perform bias corrections, and to propagate systematic errors in the calculation of LEMUF; the licensee shall follow the last paragraph of 5 ; tion 4.2.4.2 of the Plan identified in Condition 2.1.
4.3 Notwithstanding the requirements of 10 CFR 70.57(b)(ll) to use control charts to monitor the quality of each type of program measurement and to establish control limits at the 0.05 and 0.001 level of significance, the licensee shall follow Sections 4.5.1 and 4.5.2 of the Plan identified 4
in Condition 2.1.
4.5 Notwithstanding the requirements of 10 CFR 70.57(b)(4), the licensee shall define systematic sampling error as zero, and conduct sampling, mixing and sample integrity studies by May 4, 1980. These studies are not required for UF6 4.7 Notwithstanding 10 CFR 70.58(i)(2), the licensee may accumulate combustible waste generated in his plant which has been measured to an uncertainty exceeding +,10 percent for the period to November 15, 1979.
4.8 The licensee shall observe the same requirements as specified in the second paragraph of Section 4.2.1.2.2 of the Plan identified in Condition 2.1 for volumetric glassware used in the preparation and measurement of process samples when calibrated volumes are necessary to achieve measurement traceability.
4.9 The licensee shall assure that the zero points on calibration curves have been confirmed by measurements.

Revision of Sections 2.0 and 4.0 in Their Entirety to Material and Plant Protection Amendment MPP-2 to License No. SNM-1097 Effective June 4, 1979 2.0 FACILITY OPERATION 2.1 The licensee shall follow the Fundamental Nuclear Material Control Plan dated as specified on pages xix through xxvi dated April 25, 1979 except Appendix A; and as revised in accordance with the i
provisions of 10 CFR 70.32(c).
2.2 No statement in the licensee's Plan shall relieve the licensee of a requirement of 10 CFR Part 70 unless granted in a specific exemption or exception set forth as a condition of this license.
4.0 MEASUREMENT CONTROL 4.1 Notwithstanding the requirements of 10 CFR 70.57(b)(8) to determine random errors for volume, NDA and weighing from process materials, and to separate random analytical and random sampling errors; the licensee shall follow Sections 4.4.1 and 4.4.2 of the Plan identified in Condition 2.1.
4.2 Notwithstanding the requirements of 10 CFR 70.57(b)(10) to perform bias corrections, and to propagate systematic errors in the calculation of LEMUF; the licensee shall folicw the last paragraph of Section 4.2.4.2 of the Plan identified in Condition 2.1.
4.3 Notwithstanding the requirements of 10 CFR 70.57(b)(11) to use control charts to monitor the quality of each type of program measurement and to establish control limits at the 0.05 and 0.001 level of significance, the licensee shall follow Sections 4.5.1 and 4.5.2 of the Plan identified in Condition 2.1.
4.4 Secondary standards used in the calibration of nondestructive assay systems shall be representative of the material to be measured; consideration shall be given to matrix composition, and SNM geometrical distribution, quantity and isotopic content. The licensee may use generic standards for items to be measured which are non-routine and which do not have significant effect on MUF and LEMUF.
4.5 Notwithstanding the requirements of 10 CFR 70.57(b)(4), the licensee shall define systematic sampling error as zero, and conduct sampling, mixing and sample integrity studies by May 4, 1980. These studies are not required for UF6 2258 234 s
. Amendment MPP-2 Docket No. 70-1113 License No. SNM-1097 4.6 Limit of error calculations shall include consideration of both random and systematic errors in all components of measurement. All identifiable covariance effects shall be taken into account in the calculation of LEMUF.
4.7 Notwithstanding 10 CFR 70.58(i)(2), the licensee may accumulate combustible waste generated in his plant which has been measured to an uncertainty exceeding +10 percent for the period to November 15, 1979.
