Dear Sir:
The Commission has issued the enclosed Amendment No,10 to Facility Operating License No. R-25 for the AGN-20lM nuclear research/
training reactor in response to your application dated July 8,1977, and as supplemented March 3,1978 and January 2,1979.
The amendment renews the facility operating license until September 12, 1997, and incorporates in the license the enclosed revised Technical Specifications that are consistent with Section 50.36 of 10 CFR Part 50.
These Technical Specifications, which have been discussed with and agreed to by your staff, provide a more concise and definitive state-ment of the limits of reactor operating parameters and surveillance measures for assuring these limits are not exceeded and for early detection of any deterioration of facility components and equipment.
The amendment restates the license in its entirety utilizing the current license format and deletes those items that are now included in the Technical Specifications.
Although the Commission has renewed your license herein, there remains a revised Emergency Plan to be submitted.
Your staff has agreed to submit this as soon as possible.
Copies of the Safety Evaluation / Environmental Impact Appraisal and the Notice of Issuance / Negative Declaration are also enclosed.
