Dear Mr. O'Reilly:

In accordance with the provisions of 10CFR50.55(e), the NRC Region II was notified on November 22, 1978 of possible weld burn through and the re-sulting splatter on the interior surfaces of the High Density Spent Fuel Racks. Our interim report of December 21, 1978 (Serial No. 666A) indicated that our engineering evaluation was still in progross.

We have since completed our evaluation and have detennined that weld splatter sufficient to potentially tear or deform fuel assembly grid straps does exist on the interior surfaces of the racks.

To correct this problem we have initiated an inspection and rework activity to bring the surface finish into conformance with the original speci-fications. This rework will be completed prior to installation of the racks in the spent fuel pool.

We consider this to be the final report under c.ne provisions of 10CFR50.55(e).
