Dear Mr. O'Reilly:

In accordance with 10CFR50.55(e), the NRC, Region II, was not.ified on November 20, 1978 that spare containment pipe penetrations are not sealed at both ends as stated in the FSAR Section 6.2.4.3, Subsection 4, Page 6.2-125. On December 20, 1978, you were notified by an interim report that a final report would be submitted by February 1,1979.

Our engineering evaluation has determined the appropriate corrective action is to install welded caps on the outside containment ends of all 29 spare penetrations. This corrective action is in accordance with our com-mitment in the FSAR Section 6.2.4.3, Subsection 4, Page 6.2-125.

We consider this to be the final report under the provisions of 10CFR50.55(e).
