NOTICE OF SPECIAL PREHEARING-CONFERENCE On May 8,1978, the Nuclear Regulatory Commission published in the Federal Register a notice of a hearing to be held to consider the application for construction permits filed by Ari:ona Public Service Company on behalf of itself and ten joint applicants (43 FR 19727-29).

Such permits would authori:e construction of two pressurized water nuclear reactors designated as the Palo Verde Nuclear Generating Station, Units 4 and 5, each of which would be designed for operation at a core power level of 3,800 thermal megawatts, with a net electrical out ut of approximately 1,307 megawatts. The proposed facilities would be located M Maricopa County, Ari:ona, about 36 miles west of Phoenix.

That notice, among other things, provided that any person wnese interest may be affected by tne proceeding and who wishes to participate 790203006l

The purposes of this special prehearing conference are to (1) permit identification of the key issues in the proceeding; (2) take any steps necessary for further identification of the issues; (3) consider the petition for intervention in the proceeding; and (4) establish, in consultation with all the parties and other partici-pants, schedules for completing the public hearing process.

Members of the public may attend this prehearing conference as well as the evidentiary hearing which will be he i at a later time to be fixed by the Board.
