Dear Mr. Barth:

We are pleased to respond to your postcard dated December 17, 1978 concerning General Electric Company's Vallecitos Nuclear Center (VNC) plutonium work. Enclosed for your information is the November 7,1977 Preliminary Safety Evaluation Report (PSER) of the activities covered under Special Nuclear Material (SNM) License No. SNM-960. This report includes the evaluation of the plutonium operations at the site.

The bases used in the PSER were as follows:

A seismic event of unspecified magnitude that would result in structural failure of all buildings that house activities covered under the SNM license;

2) The working level inventory of radioactive materials at the various locations on the VNC site was used to estimate releases.

The Nuclear Regulatory Comrnission (NRC) has restricted VNC to those levels.

The conservative approach presented in the PSER was used to expedite the analysis and to recognize that complete seismic characterization and a full structural review was not possible in a short time.

Evaluation of current site characterization information and analyses of the structural details of the buildings are ongoing.

Friends of the Earth joined by Congressmen Ronald V. Dellums and John Burton, California Assemblyman Thomas Bates, and other California residents have requested suspension of the SNM license. This request is currently being considered under our regulations. A copy of our acknowledgment letter is enclosed for your information. We will send you a copy of our decision regarding this request upon completion of our review.
