REVISION TO COMANCHE PEAK LICENSING REVIEW SCHEDULE In our letter of November 2, 1978, we noted that increases in our workload necessitated our re-evaluation of the Comanche Peak operating license review schedule.
In accord-ance with the guidelines discussed in your August 9, 1978 meeting with Mr. Denton, we have completed an evaluation of our workload, your construction schedule and our estimate of the fuel load dates for Comanche Peak, Units 1 and 2.
Based on this evaluation we have revised our estimate of the Prospective Decision Date for Comanche Peak from August 1980 to April 1981.
A summary of the revised milestone dates for each of the major functional areas of the operating license review is provided on the enclosure for your information and review.
The dates shown are the latest completion dates for the review activities in each major functional area.
The review schedules for the Instrumentation and Control System Branch and the Power System Branch activities are encompassed by the Plant Systems milestone dates.
As discussed in the December 18, 1978 meeting with members of your staff and representatives from Westinghouse and Gibbs S Hill, the review of the Comanche Peak environmental qualification program will be scheduled consistent with the Instrumentation and Control System Branch and Power System Branch review schedules.

Mr. R. J. Gary JAN 2 31979 We recognize that this revised schedule reflects a delay of eight months in our decision date from your current estimated fuel load date of August 1980.
However, you should note that it is four months before the August 1981 Comanche Peak fuel load date estimated by our Caseload Forecast Panel following their April 18-19, 1978 review of your construction activities.
We have discussed with members of your staff alternatives which might enable us to complete our review of your application on a schedul, more consistent with your estimated fuel load date.
To assist us in determining which schedule adj us tments, if any, should be made, we have scheduled a visit to the Comanche Peak site on February 12-13, 1979, by the Caseload Forecast Panel.
They will review your corstruction activities and develop an independent estimate of your fuel load date.
A decision to compress our review schedule for Comanche Peck will depend in part on the results of this Caseload Forecast Panel assessment of your fuel load date.
Following the Caseload Forecast Panel visit, if we should decide that the Comanche Peak operating license review schedule needs to be further modified, we will notify you.
