RECEhT STAFF EXPERIENCE WITH A CONTAINMENT INTEGRATED LEAK RATE TEST During a recent containment integrated leak rate test (CILRT) at the Beaver Valley Power Station, Unit 1, the inspector found that the containtrent liner plate weld channel boxes were not vented for the test.

It had been our position that such channel boxes must be vented during a CILRT to ensure that the liner plate welds are included in the test.

We are now in the process of further defining our position regarding channel boxes to account for potential technological problems associated with venting these boxes.

These problems include potential condensation and corrosion of the liner and welds inside of the weld boxes, and in some containment designs the question of qualifying or replacing channel box test connections that penetrate the liner wall.

We note that Stone & Webster, who is also the architect / engineer for the Beaver Valley Power Plant, has included a similar liner plate weld channel box design in the Greene County Nuclear Power Plant. We recommena tnat you review the design of these channel boxes in the light of the above potential technological problems so that the containment boundary can be leak tested according to Appendix J to 10 CFR Part 50. This matter will be reviewed in detail at the operating license stage.
