SUMMAR. OF MEETINGS HELD ON DECEMBER 15, 1978 TO DISCUSS INSTRUMENTATION AND CONTROL AND HYDROLOGY SECTIONS OF THE NEW YORK STATE ELECTRIC & GAS CORPORATION PSAR Meetings were held in Be.:hesda, Maryland on December 15, 1978 with repre-sentatives of the New York State Electric & Gas Corporation (NYSE&G),

Combustion Engineering, Inc., and Stone & Webster Engineering Corporation to discuss instrumentation and control and hydrology as they pertain to the acceptance review. Lists of attendees are included as Enclosures 1.

Background

On November 22,19?d, NYSE&G tendered its application for construction permits for the New Haven Nuclear Station, Units 1 & 2.

The staff commenced the acceptance review of the NYSE&G application on November 24, 1978. During the review of instrumentation & control, it became apparent that a meeting with the applicant would be necessary to clarify the method of documentation being used by the applicant. Regarding hydrology we met with the applicant to discuss questions which were generated during the acceptance review.

Discussion Regarding instrumentation and control, we explained that we were having difficulty trying to understand the use of and the interrelationship of several documents that are referenced in Chapter 7 of the NYSE&G PSAR. The documents referenced are: CESSAR System 80 PSAR, SWESSAR-P1 PSAR, Topical Report CENPD 172, and the Yellow Creek Nuclear Power Plant PSAR (Docket Nos. 50-566 and 50-567). We requested a detailed guide showing the inter-relationship of these documents to the various sections of Chapter 7.

The applicant outlined the general approach that was utilized in the NYSE&G PSAR to reference these documents and indicated that a detailed guide or road map would be provided.

The hydrology questions generated during the review were discussed with the applicant. The applicant indicated that the information requested by the staff could be supplied in a timely fashion.

-2 Conclusions At the close of the instrumentation and control meeting, the applicant committed to providing by December 19, 1978 a detailed guide as to the interrelationship of the NYSE&G PSAR, CESSAR and SWESSAR with regard to Section 7.

In addition, the applicant also committed to provide a statement that the interfaces between the proposed design of the NSSS and BOP are exactly the same as stated in Section 7.8 of the SWESSAR-P1 PSAR.

Regarding hydrology the applicant stated that most of background information for these questions has already been done and that it would be in a position to supply responses to all of these question by February 1979.
