SUMMARY

OF THE SEPTEMBER 4, 2019, CATEGORY 2 PUBLIC MEETING WITH THE STEAM GENERATOR TASK FORCE TO DISCUSS STEAM GENERATOR ISSUES The industrys Steam Generator Task Force (SGTF) met with U.S. Nuclear Regulatory Commission (NRC) staff on September 4, 2019, via remote teleconference. The purpose of the meeting was to discuss a variety of steam generator (SG) issues. The topics are shown in the industry slides, which are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19247C145. This meeting was noticed as a public meeting and the agenda is available in ADAMS under Accession No. ML19246A141.

During the meeting, industry representatives made presentations which addressed topics described in the meeting notice. At various points in the meeting, there were additional discussions about agenda topics. A summary of the information exchanged during the meeting is discussed below. Unless noted otherwise, the information below was stated by industry representatives.

  • Utilities are required to demonstrate that generically qualified techniques are applicable on a site-specific basis. Interim guidance was issued for the Steam Generator Examination Guidelines to clarify that this demonstration can also be achieved by using voltage comparisons and normalizations rather than specific essential variables.
  • During the February 13, 2019, SGTF meeting an industry representative provided an update regarding Nuclear Safety Advisory Letter (NSAL) 05-02, Revision 1, regarding potentially non-compliant analyses for unreinforced secondary side closures (ADAMS Accession No. ML19046A164). At the time of the February meeting, two potential paths of resolution were listed in NSAL 05-02, which were to submit a request for relief from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code requirement or to replace the components. During the September 4, 2019, meeting, an industry representative stated that a third option had been identified. Under this third option, the analysis was modified to incorporate the load carried by the gasket, which showed that the secondary side closure remained within elastic loading conditions. As of the September 4, 2019, meeting, two of six plants had already resolved the issue by modifying their stress analyses.
  • The industry planned to submit a draft of a proposed Technical Specification Task Force (TSTF) Traveler to modify SG inspection interval requirements in the Standard Technical Specifications in early September. This proposed TSTF will be discussed during a public meeting in October of 2019.
  • Another public meeting will be held in November of 2019 to discuss comments submitted by a member of the public regarding the proposed TSTF and NRC staff comments on proprietary Electric Power Research Institute (EPRI) guidelines. Due to the proprietary nature of the discussion, the majority of the meeting will be closed.
